Yes. Samples make the remixer.
This is my sampler. There are many like it, but this one is mine. Without my sampler, I am nothing. Without me, my sampler is nothing.
Buy sample CDs. Buy. Buy more now. And... be happy.

I have a nice little collection, maybe over 100,probibly over 300. Remeber this when downloading\getting samples:
Real sounding samples don't neccicaraly sound better. Likeing the sound is most important.

It comes down to what you can do and not what you have. For example, I remember hearing a Beatdrop song he made entirely with FL plugs and it didn't sound the least bit n00bish cause, well, it's Beatdrop! He knows his stuff.

you are not your sound card, you are not your samples, you are not your sequencer, you are not your plugins, you are not your audio editing suite, etc.
in other words, no. they can help your songs sound better, but that doesn't matter for shit if you have no skill.

Who needs skill when you can just spend 20,000 dollars per library to sound nice?
Right?

do you have to get more instruments to be a good musician?

Shit yeah. You can instantly tell a guitarist's skill by how many of them he has. Anyone willing to spend that much money on junk they'll probably never touch MUST be good, right?
