I really like that sort of art style. I've always heard it referred to as 'urban'.

Pedophilia?
No, coming from an art major, we normally simply call that ink sketch. All it really is is boldly scribbling the outline of the character. But it does look very cool.

I've always heard it called "Sketch Art" in my years as an artist. It can be done in ink, graphite, paint, digital, or whatever medium you want to use. The main thing is that the outlines and noticeable details (like a line suggesting the pit of an elbow or the bags under the eyes) is done to look scribbled in. The lines can be really fat like the image above, or kept thin, but they always look like they were somewhat violently chicken scratched onto the paper/canvas/screen.
