How do I recreate this effect?

This is known as the Cher-effect and requires some kind of pitch-shifting/auto-tuning software. The most important part of this effect AFAIK is the 'robotic' non-smooth transition between the notes which you can achieve by quantizing them to a specific pitch.

As someone who's used both Gsnap and Antares Auto-tune, I can honestly say that Gsnap sucks donkey kong's enormous balls.

Unfortunately though, Antares costs money. A lot of money.

There is also Celemony Melodyne, which comes in several flavors, including "Uno" which is definitely cheaper than Autotune.

And Melodyne Essential comes bundled free with some hardware units. I have it, but haven't installed it yet, so I'm not sure how much it can do.
