I would have to say that Sephiroth from FFVII is the hardest. If you managed to have all characters to level 99, and master all materia, he was still a rediculous hard boss. he could whipe out a level 99 character in a few hits. (also, Sephiroth from Kingdom Hearts was quite the bitch himself) my vote: Sephiroth
