Just looking at Roland's V-Vocal that comes with Sonar, you can draw in pitch changes manually exactly where you want, to what extent, and for how long. I'm not real familiar with any other ones (besides V-Vocal, though I don't think you can buy it anywhere), but I'm sure you could get by with something less expensive.
