After more searching on teh internets I found the song, it's called "Dragons of the Old West" by Shael Riley.

There was a Double Dragon remix that I downloaded around year 2000-2003 on the ocremix site. It was a western remix with an acoustic guitar, clip clop horse sounds, and other misc western sounds. It had a slow pace with no additional effects that I know of. It might have started off with a short story at the beginning but it's been a long time since I heard it. I checked all the games as well as the remixes with Double or Dragon in the title on the ocremix site already. I also checked the list of remixes that were removed. I searched the internet as well with no success. Does anyone remember this remix or know where to find it?
