And another thing. Wouldn't Chemical Plant have been better off in the Robotnik Bracket? It just didn't seem to fit in with the rest of the zones chosen for the Sonic Bracket.

The text file just showed all of the participants; it didn't specifically list the songs submitted. Those 3 were participants, they just didn't end up turning anything in. That's all!

So why are those three remixers still listed in the enclosed text document?

They didn't submit remixes those rounds, which is why there are missing, because they never existed.

Yeah, I know it's about 10 months too late, but I'd like to point out that there are some submissions missing from the so-called "complete" package of remixes from The Sonic Zone Remix Competition 2012, namely those from Jason Covenant, Sir_NutS and BlackPanther. Was this just to even out the number of remixes on both the Sonic and Robotnik Brackets?
