One thing I've always loved about Capcom vs SNK 2 music is the string samples.

Hm, I'd probably just do an octave layer of the default Kontakt string ensemble staccato patch and call it a day. Worked pretty well for me a few times. Maybe EQ the highs a bit down and some sample reduction to make it a bit more lo-fi.
