In the case of Game Maker, it's possible to play a Cut Remainder OGG and then the Wrap Remainder OGG. If you want it to work with just one OGG, you can just use the Cut Remainder OGG. It shouldn't be too noticeable that it looped unless there's an obvious tail at the end of the loop, like a dragged-on cymbal or something.
