I would say its an elaborate tileset swap that happens on the fly running the original SMB ROM.

I have been working on a HD version of nes mario in my spare time. Not sure if this is the right place but it is quite similar in technology to Super Street Fighter HD. It runs the original NES game on an emulator but the graphics are patched in. Check it out here
