That would be my guess. Logically, to save power, everyone should go to bed and wake up at an earlier time no matter what the time of year is. Of course, nobody will do that. Three weeks early seems to be pretty arbitrary to me.

A lot of people doubt the energy saving claim however citing increased fuel usage and AC use during the summer.

I am skeptical of the energy saving claim and think that changing the clocks is pointless.

Hooray, time for a higher electric bill because I have to use more energy air conditioning my apartment while I'm awake! I love conserving energy

Lets just leave our clocks set back an hour all year-- then we'd never use any power at all! :wink:

To add to Calpis' idea of getting rid of leap year, we could totally do that, and also establish 13 four-week months if we wanted. Of course we'd have to convince about 7 billion people to go along with the idea, but I think we have enough guns and bullets to do that...

Not really. All the people on this planet are controlled by less than a million authorities, I would guess. Really, it would be as simple as convincing every national government, which would just be a few thousand authority figures.
