Actually, Luigi's Mansion was rather positively recieved, and was the highest selling game cube launch title. http://www.metacritic.com/game/gamecube/luigis-mansion Considering that Luigi's popularity has done nothing but rise over the years since Luigi's Mansion, it's pretty understandable that they'd make a sequel.
