It's an anti-gravity device that lessens the weight of otherwise-unwieldy swords. Not everyone has mako, you know.

Also, it's not a sword-chuck, so I don't care.

Considering he has 13 weapons floating around him at all times (or something like that), he probably hasn't even noticed the big engine thingy on it and probably doesn't care.

Magic? A sword made out of water just looks kick ass. Much less ridiculous than a gunblade to me.

Not only lift, but wield in such a way that you don't actually use the blade. See, in Crisis Core, apparently the Buster Sword was used to render people unconscious, not dead. If it was ever used at all, because Angeal didn't want to ding it up.
