If I want nocrits nospread stock only I can go to any other server. People come to OCR for things like "Everyone go Huntsman Sniper" and then seeing more arrows fly past the mark than drunken DDR.

Leave crits on.

I feel that crits on is just a part of the game. It's like turning the items off in Smash Bros -- you can do it, but you're no longer playing the game that Valve made; merely a custom subset of it. The server doesn't turn off loadouts and doesn't run only 6v6 -- until we hold an event where those are concerns, random crits shouldn't be either.

I've espoused a similar view - I have crits on mainly because of server traffic reasons.

I personally do not care whether crits are on or off, because it affects games minimally in general. I'll kill with crits, or get killed by crits, but it's not frequent to the point where it decides most battles. I do get a little satisfaction killing off of crits actually, since it frustrates some people, but it's not really a serious thing for me or have any real weight on my experience.

As a pyro, there are fewer joys greater than seeing that glowing crocket coming at you, flinging it back, and popping almost the entire enemy push.
