Wow, great update. Although I dunno how I feel about stale-move negation...seems like it just gives people an excuse to get lazy about learning counters.
If he's comparing it to the 360 version, of course that one loads fast since it doesn't use Blu-Ray. If the load times are only a little better the 360 version even with the install, just imagine how bad the load times on the PS3 version would have been without installing. I'm thinking that Capcom made the install mandatory because they couldn't stand the un-installed load times.
20 minutes is a ridiculous install time, period. You could get a clean install of Windows up and running in that time...it shouldn't take longer to install a single video game.
